Each downloads the fully-offline theta-agent `setup.exe` from its GitHub release and passes the same values the bash flow uses (`/SERVER_URL`, `/JOIN_KEY`, `/AUTH_TOKEN`, `/PUBLIC_KEY`, or `/B64_CONFIG`), so a Windows host enrolls with the same one-command flow as Linux. Complements the theta-agent v2.1.0 Windows release.
